This cup is finished with a crackle glaze, which is a kind of glaze that is intentionally cracked. Such pattern is also known as 'crazing' and is achieved through thermal expansion mismatch. In simple words, when the cup cools, the glaze starts to shrink more than the body, and as a result the glaze starts to crack.
